Phillip Joe Neeper (Phil, Pops, Gramps, Phildo) went Home to the Lord peacefully and surrounded by family on March 1, 2022, at the age 71.

Phil was born to Billie Jo & Jay Doyle Neeper on September 27, 1950, in Roby, Texas. He grew up and attended school in Sweetwater, Texas where he met Marsha Cox in elementary school. They were later married and were blessed with two daughters, Shelley Renee in 1967 and Melissa Anne in 1971. They moved to San Antonio and then Houston where he spent the majority of his life.

Phil was an avid fisherman, he held the record for the largest hammerhead shark caught off the San Luis Pier in Galveston, TX. He was an amazing pool player and competed in Las Vegas several times. He loved to hunt and tend to his land on his tractor. He loved being from Sweetwater and all his friends and family near by, so much so that he moved back in 2019. He was a die hard Houston sports fan, he cheered on the Oilers, Astros, Rockets, Texans and any other local team! He was a stellar crawfish chef; friends and patrons of the various bars that he managed would come from near and far to eat his bugs! He adored old westerns, classic rock music and muscle cars. Phil was an all American guy, he loved his country and those who defend(ed) it as well as his right to bear arms. He was not afraid to show his patriotism to anyone! Phil had an unwavering faith in God, and his faith only grew stronger in his final years of life. We know that he is in the arms of the Lord now!

Phil joins his father, Jay Doyle, mother, Billie Jo, both sets of grandparents and many other family members and friends in Heaven, where they are sure to be spending their days fishing and cutting up.
He is survived by his daughter, Shelley and her husband Aaron Nichols and their four children; Marshall Hunt, Savannah Nichols, Wyatt Hunt and Danica Nichols of Houston, TX. His daughter, Melissa Cech and her children, Austin and Audrey Cech of Katy, TX. His sister, Shirley Fleming of Copperas Cove, TX and her children, Jennifer Gorman and Robert of Kalamazoo MI., John Parker and Niffy of Lampasas, TX. His sister, Jandra Neeper of Arlington, TX and his brother Bradley Neeper and his wife Merissa and their son, Jacob Neeper of Houston, TX.

Phillip was loved by so many; his positive outlook, generous spirit, and kind heart left an impression wherever he went. He never met a stranger that didn't quickly become a friend; he always went out of his way to help anyone in need and had an incredible work ethic that will forever be remembered.

Celebrations of life are being planned in a few locations and will be shared once the dates are identified.
